    The Coast Guard has released its first boating safety app. However, the Boating Safety Mobile app was not designed to replace a boater's marine VHF radio, which the Coast Guard strongly recommends all boaters have aboard their vessels.     A Coast Guard Explosive Detection K9 retired after six years of service, in a retirement ceremony held at the Maritime Safety and Security Team in Galveston, Texas.
